Noida: Two officers of UP Desco sentenced to three years each in plot allocation rigging, court also commented on CBI

The court has sentenced UP Desco officer Ram Shankar Singh and agent Alok Singh Chauhan to three years each in the plot allotment scam in the Noida Authority in the year 2005. The court of Special Judicial Magistrate of CBI, Shivank Singh, while pronouncing the verdict, has also imposed a fine of 40-40 thousand on both the convicts. Along with this, the court also commented on the CBI for not doing proper investigation.

In the year 2004, the Noida Development Authority had come out with a plan to allot 1250 plots of different categories. UP Desk was selected to conduct applications and draws. Earlier this work was done by TCA, so questions arose as soon as UP Desco was selected. Apart from this, the date of application was repeatedly extended. On 2 July 2005, a draw was held at Noida Sector-21 Stadium in the presence of UP Desco official Ram Shankar Singh, outside agent Alok Singh Chauhan and Noida Authority officials. Many people arrived, but none of the common man drew. Whatever draws came out, they belonged to the influential. An uproar started over this matter. On allegations of rigging, the authority canceled the allotment after two days.

CBI investigation was started on the orders of the High Court

An applicant had filed a petition in the High Court in the matter of rigging. Hearing this, the High Court had ordered a CBI inquiry. It was also directed that the CBI should conduct a thorough investigation to expose the officials involved in the rigging. CBI registered FIR and investigated. In 2010, the CBI filed a charge sheet against UP Desco officer Ram Shankar Singh and agent Alok Singh Chauhan in a cheating case.

Court’s comment – CBI did not analyze properly

The court, while questioning the investigation of the CBI, commented that the CBI did not investigate the matter properly. The role of the Noida Authority, UP Desco, officials of the then government and the influential allottees was not exposed. This rigging would not have been possible without their collusion. The court has sent this remark to the head of the CBI.
