Noida CEO Ritu Maheshwari has been reprimanded by the Supreme Court. The Supreme Court has expressed displeasure over the non-compliance of the order of the High Court. The CJI said that why the petition of the authority against the order of the High Court is contempt of the order of the Allahabad High Court?

High Court has issued non-bailable warrant against Ritu Maheshwari


The Allahabad High Court, while hearing the contempt petition filed in the case of land acquisition, expressed displeasure over the non-appearance of the Chief Executive Officer (CEO) of New Okhla Industrial Development Authority (Noida) Gautam Budh Nagar, Ritu Maheshwari, in the court on time.

Describing the act of CEO as reprehensible, the court has issued a non-bailable warrant against him, as well as ordered to produce him in police custody. The court has fixed May 13 for hearing the matter. This order was given by Justice Saral Srivastava while hearing the contempt petition filed by Smt. Manorama Kuchal and others.

In fact, the High Court had ordered the CEO to appear before the court on April 28 in the land acquisition case in Noida, but she could not appear during the hearing of the case. On behalf of the counsel for the CEO, it was said that she left for Prayagraj at 10.30 by flight. Therefore, the hearing of the matter should be postponed till they reach the court. The court expressed displeasure over this.

The court said that flying after the commencement of the court’s business, hoping that the court will wait for them and take up the matter after reaching the court, this conduct of the CEO is reprehensible and tantamount to contempt of courts.

The High Court said that he has been summoned in contempt proceedings for not complying with the order passed by the court. He should have appeared in the court at 10 o’clock, but he deliberately delayed. This act is tantamount to disrespecting the court.

The court, while issuing a non-bailable warrant against the CEO, has asked the registrar to provide a copy of the order to the CGM Gautam Budh Nagar within 48 hours. Ordered that the CEO of Gautam Budh Nagar be produced before the court in police custody.


This is the case


The land in Noida’s Sector 82 was acquired by the authority on 30 November 1989 and 16 June 1990 under the urgency clause, which was challenged by the owner of the land, Manorama Kuchhal. In the year 1990, the High Court had given its verdict on 19 December 2016 on Manorama’s petitions.

The High Court had quashed the land acquisition done under the urgency clause. Manorama Kuchhal was ordered to pay compensation at double the circle rate under the new Land Acquisition Act. Apart from this, the authority was ordered to pay an expenditure of five lakh rupees on each petition.

The Noida Authority had filed an appeal in the Supreme Court against this order of the High Court. The authority lost the case in the Supreme Court. Despite this, the order of the High Court was not complied with. A contempt petition was filed on this.
